You can get bars by eliminating other players, searching chests, destroying ATMs and cash registers, completing quests accepted from NPCs, completing bounties or searching gold chests.

Milestone Mushrooms are a consumable that restores 5 shield. You will not be able to consume a mushroom if you shield is already at 100. The best place to forage for mushroom is Weeping Woods or the west side of Slurpy Swamp.
