This quest is part of the spire quest line. You will need to find Tarana. Tarana is always at the same location in Boney Burbs.

When you find her, talk to her and there will be a new dialog option labeled 'The Spire'. Select this option and at the end you will get a new quest to find 3 artifacts for her.
