This season 7 week 1 legendary quest requires you to place a rubber duck at Retail Row, Pleasant Park and Believer Beach.

At each location you will find a glowing orange outline of a big rubber duck that you can interact with to place the duck.

The location I found at Pleasant Park was on the edge of the football field. At Retail Row it was in the basketball court opposite the car park. At Believer Beach it was by the edge of the swimming pool. Watch the video below to see the precise locations.
